š°ļø The Trust
In the early 1920s, the most hopeful news reaching Russiaās exiles in Paris, Berlin and Helsinki came from inside the Soviet Union itself. A secret group called the Monarchist Association of Central Russia, known to its friends simply as āthe Trustā, said it had members throughout the new Soviet state. It said they were waiting for the right moment to bring the Bolsheviks down.
Its envoys spoke the Ć©migrĆ©sā language perfectly: monarchist nostalgia, anti-Bolshevik fury, faith that the regime was about to collapse. Its main contact man, Alexander Yakushev, was a former Tsarist official who could quote the exiles back to themselves. British, Polish, Estonian and Finnish intelligence services all came to rely on what the Trust told them.
There was no Trust. It was an operation of the Soviet secret police, the OGPU, from start to finish.
For six years it fed Western intelligence doctored information, mapped the exile networks it claimed to be helping, and persuaded its most dangerous enemies to hold back and wait for a rising that would never come. It lured the revolutionary Boris Savinkov home in 1924; he died in Soviet custody. In 1925 it brought the British agent Sidney Reilly, the āAce of Spiesā, across the Finnish border into Russia. He was executed.
The Trust even arranged a secret tour of the Soviet Union for the exiled monarchist writer Vasily Shulgin. He came back and wrote a book, Three Capitals, reporting that Russia was reviving and the opposition was alive and well. The secret police had read and approved the manuscript before it was published.
The operation unravelled in 1927, when one of its own officers fled to Finland and told the story. By then it had shown the Kremlin something it has never forgotten: you donāt need to beat your enemiesā movement if you can become part of it. Speak its language, share its enemies, praise its heroes, and it will trust you with everything.
A century later, one of Putinās most senior envoys signs off his posts on X with āWWG1WGAā.
š« Chocolates in Washington
In October 2025, Putinās special envoy brought gifts to Washington. The groundwork was laid first. On 14 October, Russiaās ambassador handed Rep. Anna Paulina Luna a Soviet-era report on the Kennedy assassination, and Kirill Dmitriev reposted her announcement with Russian and American flags and a handshake. The embassy said the handover took place on āCharlie Kirk Memorial Dayā, and the ambassador offered his condolences over Kirkās ābrutal killingā.
On 26 October, Dmitriev met Luna in person and gave her flowers and chocolates printed with Putin quotes. One wrapper read āWe donāt leave our ownā, which he said was meant to show that Russia doesnāt abandon its people. The box itself carried a portrait of Putin and praised his words as great. The Kremlin later called the chocolates āDmitrievās personal choiceā.
Luna is a Turning Point alumna. Charlie Kirk brought her into Turning Point USA in 2018 as its national director of Hispanic engagement, and he endorsed her first run for Congress. She went on to host a delegation of sanctioned Russian officials in Washington, including the Russian ambassador and five Duma deputies.
Thatās the public face. This piece is about the rest of him: the banker, the negotiator, the money around him, and what his X account was doing in the week Britainās āRussia is not my enemyā wave went global.
š¦ The Banker
Dmitriev is a product of the system he now works against:
The American education. Born in Kyiv in 1975, he went to California at 14, just as the Berlin Wall fell, on a āPeopleās Diplomacyā exchange at Foothill College. After Stanford he worked at Goldman Sachs and McKinsey before a Harvard MBA. The Goldman job was short: he joined as an investment banker in 1999 and resigned within a year.
A US-funded start in Russia. From 2002 to 2007 he worked at Delta Private Equity Partners under Patricia Cloherty, alongside the US Russia Investment Fund. That fund had been set up under Bill Clinton, and his biggest deal there was the $530 million sale of the TV-3 channel.
The oligarchās fund. In 2007 he took over Viktor Pinchukās Icon Private Equity. He had just been introduced into Putinās family circle: his fiancĆ©e Natalia Popova introduced him to Putinās daughter and her then-husband, Kirill Shamalov, who in turn introduced him to Sergei Ivanov, then head of the presidential administration. Ivanov took him under his wing, and Pinchuk also recommended him.
He has run the sovereign wealth fund since 2011. Its foreign partners have included BlackRock, Goldman Sachs and Deutsche Bank, and above all the Gulfās sovereign funds. The Insider has also alleged links to Russiaās security services. Treat those as allegations; he rejects them.
The first back channel. Dmitriev already had a record of back-channel work between Moscow and Trump from after the 2016 election. The Mueller report records that George Nader, an adviser to the UAEās crown prince, introduced him to Rick Gerson, a friend of Jared Kushner. Dmitriev met Erik Prince in the Seychelles in January 2017, and a two-page USāRussia āreconciliation planā reached Kushner that month.
In February 2022, days after the invasion, the US Treasury sanctioned both Dmitriev and his fund.
š¤ The Deal
In February 2025, Dmitriev became the Kremlinās main channel to Trumpās envoy, Steve Witkoff. He had already worked with Witkoff on freeing the American teacher Marc Fogel, and heād been under personal Western sanctions since 2022. Getting him into the country took some doing: the Treasury had to suspend his sanctions for seven days so the State Department could issue a visa.
The Wall Street Journal has described Witkoff hosting Dmitriev at his Florida home, where Dmitriev pushed a plan for American companies to use the roughly $300 billion of frozen Russian central-bank assets for USāRussian investment projects and a US-led rebuilding of Ukraine. That idea surfaced in the 28-point peace plan that leaked in November 2025. As published, the plan would have put $100 billion of frozen assets into US-led reconstruction, with the rest going into a joint USāRussia investment vehicle.
Witkoff has been criticised for pro-Russian positions in the talks, and accused of advising the Russian side on how to negotiate. That followed Bloombergās publication of leaked call transcripts, which Dmitriev called fake. Treasury Secretary Scott Bessent had already dismissed Dmitriev as a āRussian propagandistā.
In February 2026, the day before Geneva talks with Kushner and Witkoff, Dmitriev amplified an SVR claim that Britain and France were giving Ukraine a ādirty bombā, and called for Keir Starmer to resign.
šø He Speaks Q
Dmitriev opened an English-language X account during his April 2025 visit to Washington. I pulled 200 of his replies from 30 August to 25 September 2026. Putinās envoy doesnāt talk like a diplomat. He talks like an Anon:

Iām not the first to notice. The New World has described his feed as full of fantasies of Western decline, attacks on the BBC and Starmer, and praise for Farage, Tommy Robinson and Charlie Kirk. The Insiderās Michael Weiss wrote that Dmitriev āQAnon postsā. Whether staff run the account isnāt known. Xās location feature showed it apparently posting from France.
His followers take it at face value. When the British QAnon account the Yorkshire Lass told her followers Dmitriev followed her, she explained: āHeās an Anon and working closely with the Q team.ā At 20:55 on 24 September she posted āIām English and Russia is not my enemy!ā At 23:58, Dmitriev replied: š¤š. She said she was āactually really honouredā, signed off āWWG1WGAā, and thanked him: āThanQ Frenšø.ā Her thread became a stage: ā@real_shirelass @kadmitriev Iām English and Russia is NOT my enemy.ā
š A Short History of Q
The drop. In October 2017, an anonymous poster calling themselves āQā began posting cryptic ādropsā on 4chan. The story: Donald Trump was secretly fighting a satanic ācabalā of elites and paedophiles, āwhite hatsā inside the military were helping him, and a āStormā was coming.
The general. Its favourite military hero was General Michael Flynn. He had talked about ādigital soldiersā in 2016, and in July 2020 he filmed himself taking an oath that ended āWhere we go one, we go allā.
The crash. In 2020, Q spread from message boards into Facebook, Instagram and YouTube, was banned en masse, and showed up in force at the Capitol on 6 January 2021.
The splinter economy. Q then broke up into Telegram channels, wellness influencers and a money prophecy: NESARA/GESARA, the āRVā currency revaluation, and the Quantum Financial System. That financial wing is what the scam networks in Part Three sell.
Russiaās part. After 2022, much of the movement drifted towards casting Putin as another white hat. The Kremlin fed that, not least with the March 2022 claim that the US ran secret ābiolabsā in Ukraine, which Q influencers amplified. Dmitriev is still telling it. On 12 June 2026, Russia Day, he posted that āRussiaās truth on Obama/Biden biolabs in Ukraineā¦ previously denied by the deep state and legacy mediaā had been āconfirmedā.
šļø The General
One account Dmitriev keeps coming back to is General Michael Flynnās.
The RT gala. In December 2015, Flynn sat at Putinās table at RTās tenth-anniversary gala in Moscow.
Resignation, plea and pardon. He lasted 24 days as Trumpās National Security Adviser before resigning over misleading the Vice President about his calls with Russiaās ambassador. He pleaded guilty to lying to the FBI about them and was pardoned in 2020.
QAnonās general. He took the Q oath on video that summer. In 2021 he said a Myanmar-style coup āshould happen hereā, then walked it back. In private, in a recording released that year, he called QAnon ātotal nonsenseā.
In September 2026, Putinās envoy replied to him four times: š·šŗš¤šŗšø, šļøš¤, š¤š and šš¤ššļø. The same month, fake Flynns were at work in the African impersonation network. In QFS mythology Flynn is one of the white hats delivering the reset, so his face sells the card.
š Who the Envoy Follows
Dmitriev follows 347 accounts. Many are what youād expect: the White House, Rubio, Vance, Witkoff, the Kremlin, RT, the FT. The rest reads like this seriesā cast list:

Turning Point: Turning Point USA, Charlie Kirk, Kirkās chief of staff, and Erika Kirk.
QAnon: X22 Report, Liz Crokin, Shadow of Ezra, WarClandestine and a string of āWWG1WGAā accounts.
A Nigerian fake Russian: āSpetsnaā¤ 007 š·šŗā (@Alex_Oloyede2), āAgent of Influenceā¦ Citizen of the Russian Federationā, placed by X in Nigeria. It has 336,000 followers, and ivan_8848 and John Mappin follow it too.
Money and the Gulf: Zach Witkoff and Donald Trump Jr of World Liberty Financial, David Sacks, Scott Bessent, XRP promoters, and the UAEās Mohamed bin Zayed and Abdullah bin Zayed.
The LaRouche chain: Roger Stone, Bessent, Bannonās WarRoom and Farage, every link in the chain traced in The Bretton Woods, plus a self-described representative of the International LaRouche Movement.
A follow list shows attention, not command. None of these accounts is alleged to take orders from Dmitriev. But attention is the currency of this whole series, and Putinās envoy chose to spend his on a neo-Nazi-coded aggregator, a Cornish castle owner, a Yorkshire QAnon account and a Nigerian fake Russian.
š The Fake Don Jr
At 12:23 on 12 September, an account displayed as āDonald Trump Jr šŗšøā, then called @Trump_Jr_GCR, posted āThe new Chancellor of š©šŖ Germany.ā āGCRā is QFS shorthand for the Global Currency Reset. Twelve hours later, Dmitriev replied: āDr. Weidel is Germanyās and Europeās last hope.ā
The account isnāt Donald Trump Jr. Itās a 2010 account that X places in Africa. It has changed its handle five times, most recently three days after Dmitrievās reply, to @Trump_Jr_GC1. Its permanent account ID confirms itās the same one. The following night, under its new name, it was the first account to copy āMel Gibsonāsā von der Leyen post across the impersonation network from Part Three.
Did Putinās envoy know he was talking to a fake Trump Jr run from Africa? Thereās no way to tell. Either he couldnāt tell, or he didnāt care. Either way, a sanctioned official gave a fraudulent account a public reply, and credibility with the very people it targets.
š From Franchise to Freelance
The African end of this story has a documented history.
2019: the franchise. In October 2019, Facebook took down dozens of coordinated accounts running a Russian influence campaign across eight African countries. It linked them to Yevgeny Prigozhin, the Putin ally who also ran the Wagner Group. Stanford researchers described the model as āthe franchising of disinformation operationsā, because it relied on subcontractors who were native speakers or based in the region, which made it harder to detect.
2020: fake Americans, made in Accra. In March 2020, Facebook removed a network run by local people in Ghana and Nigeria, āsome wittingly and some unwittinglyā, on behalf of individuals in Russia, and aimed mainly at the United States. A CNN investigation found its accounts claiming to be Americans in places like Brooklyn and New Orleans. That December, Facebook removed rival Russian and French networks fighting a ātroll warā over the Central African Republic. In 2021, US intelligence reported that the Russian operation had used unwitting third-country nationals in Ghana, Nigeria and Mexico.
2023: the state takes over. After Prigozhinās death, European governments report that his influence operation was taken over by Russiaās foreign intelligence service, the SVR, and that it set up a front news agency, the āAfrican Initiativeā.
2025: the model spreads. Metaās threat research for the second half of 2025 describes ālocal, for-hire individualsā running influence campaigns on behalf of Russia-based actors across eight African countries, including Nigeria, South Africa and Senegal. Meta called it a āproliferation of this tacticā.
The commercial lane. In parallel, the same skills are sold on the open market:
A Witkoff impersonator. In July 2025, US prosecutors filed a forfeiture case after a Nigeria-based fraudster posing as Steve Witkoff and Trumpās inaugural committee took $250,300 in USDT from a donor.
Foreign-run MAGA accounts. When X switched on its account-location feature in November 2025, it showed that large āMAGAā accounts were run from abroad. An Ivanka Trump fan account with more than a million followers was operated from Nigeria.
Payouts. X pays creators for engagement, and reporting at the time noted how far those payouts go in countries like Nigeria and Bangladesh.
Russiaās own crypto network. The Financial Times and the Centre for Information Resilience reported that A7, Russiaās sanctions-evasion crypto network, opened a Nigeria office in 2026.
September 2026. Around 110 accounts placed by X in Africa and Nigeria pose as Trumps, Flynns and QAnon prophets, sell a āQFS cardā through Telegram, and pass Kremlin captions between them. Putinās envoy follows a Nigerian āSpetsnaā¤ā account and replies to a fake Don Jr.
What the evidence does not show: that the operators of 2019 or 2020 are the operators of 2026, or that Russia pays todayās scam networks. No platform report, court case or researcher Iāve found makes that link. What it shows is a labour market: fake Western identities run from West Africa and South Asia, built up in part with Russian money, and now selling to whoever pays. That might be a state, Xās creator programme or a scam victim. The franchise has gone freelance.
šµ Two Private Dollars
Dmitriev never mentions Tether and has no known stake in any crypto company. But the money around him runs on two private dollars, and both lead back to the Trump administration.
The Trump-family dollar. World Liberty Financial is a crypto firm founded by Steve Witkoffās sons and Trump family members. Its USD1 stablecoin has more than $4 billion in circulation, and the company has conditional approval to set up a national trust bank. According to the Wall Street Journal:
For the administrationās entire first year, the UAEās Sheikh Tahnoon bin Zayed, known as the āSpy Sheikhā, was a secret 49% partner in World Liberty, while he sought US approval for access to sensitive AI chips. The Journal also reported that about $31 million flowed to Witkoff family entities from the deal.
In August 2026, another Tahnoon-backed firm took 49% of World Libertyās new bank holding company.
A firm associated with the Abu Dhabi government also bought $2 billion of USD1 in 2025. Congressional Democrats say Witkoffās August financial disclosure still showed an interest in World Liberty while he was negotiating with some of its biggest investors. The White House says he has divested. So the American across the table from Dmitriev has family money in a firm that was half-owned by Abu Dhabiās intelligence chief, and the Gulf is where Dmitrievās fund has always found its co-investors.
The offshore dollar. Cantor Fitzgerald has held Tetherās US Treasuries since at least 2021, and in November 2024 it led a $600 million round that gave it roughly 5% of the company. It is also the reserve custodian for USAT, Tetherās new US-regulated token. Howard Lutnick stepped down to become Commerce Secretary, and his sons now run Cantor. Forbes reports that his familyās fortune has more than doubled on the indirect Tether stake. Christopher Harborne owns around 12ā13% of Tether, and on 12 September 2026 he pledged Ā£36 million to Reform UK.
Russiaās workaround. Tetherās USDT has long been the workhorse of Russian sanctions evasion:
Garantex processed at least $96 billion before US authorities moved against it in March 2025.
A7, founded in 2024 by the fugitive Moldovan oligarch and Putin ally Ilan Shor, moved more than $8 billion, mostly in USDT. Leaked chats show it sent at least $2 billion in USDT to exchanges to build demand for its rouble stablecoin, A7A5.
Official approval. In August 2026, Russia cleared USDT for its regulated crypto market.
Tether is also Washingtonās sharpest tool against Russian money: in April 2026 it worked with the US Treasuryās sanctions office to freeze $344 million in two wallets.
What this is, and isnāt. There is no evidence that Dmitriev has any link to World Liberty, Tether, Cantor or Harborne. The link is structural. The American negotiating with Putinās envoy is tied to one private dollar. The dollar Russia uses to get round sanctions is partly owned by the Commerce Secretaryās family firm and by Reform UKās biggest donor. The Gulf money that flows through Dmitrievās world also flows through the Trump familyās. Thatās the New Bretton Woods thesis seen from Moscow: the dollar is being privatised, and everyone, including the Kremlin, is working out how to use the new rails.
š° The Mappin Channel
In August, openDemocracy and The Times published the most detailed account yet of John Mappinās Kremlin contacts:
The embassy photograph. In 2023 he was photographed at a Russian embassy event with the military attachƩ Maxim Elovik, whom Britain expelled the following year, accusing him of being a spy.
Dmitriev and Dugin. He has exchanged messages on X with Dmitriev and with Alexander Dugin, whom he interviewed in 2024.
The Kirk blessing. According to his biography, he suggested to Dmitriev that the Russian Orthodox Church bless Charlie Kirk after his assassination, and the envoy made it happen.
Awoke Coin. The same investigation found him active in the Telegram group behind Awoke Coin. The coin reached a market cap of almost $6 million in August 2025 and collapsed to $25,000 a month later. Mappin had left the group days before. He denies any role in running the coin or any profit.
The investigation describes Mappin as a āpersonal friendā and former business partner of Nigel Farage. Farageās spokesman says Mappin āis not a close friend nor allyā.
The data adds the other side. Dmitriev follows both John and Irina Mappin. He follows ivan_8848, which also follows both Mappins and Mappinās biographer. And he follows the Nigerian āSpetsnaā¤ā account that Mappin and ivan both follow.
š The Turning Point Thread
Dmitrievās two most visible Western contacts in this story both came up through Charlie Kirkās movement.
Kirk hired Luna into Turning Point USA in 2018 and endorsed her first run for Congress. In the same period, the Mappins were involved in setting up Turning Point UK. Mappin claims more: that from April 2018 he and Irina helped Kirk āstrategically planā, introduced donors, and that a āvast amount of fundingā came to Turning Point USA from Scientologists. Turning Point hasnāt confirmed that.
After Kirk was killed, Moscow reached out through both of them. The ambassador handed Luna the Soviet JFK file on āCharlie Kirk Memorial Dayā, and Dmitriev brought her chocolates twelve days later. According to Mappinās biography, Mappin asked Dmitriev for an Orthodox blessing for Kirk, and got one.
Turning Point is not a Russian project. But when Putinās envoy looked for a way into the American and British right after Kirkās death, the doors he came through had Turning Pointās name on them. Grief was the occasion.
š The Second Act
My earlier data ended on the afternoon of 24 September. When I extended it to 26 September, the wave had multiplied.
It is 3,277 posts from 2,389 accounts in under 48 hours. At 07:33 on 25 September, the Russian Embassy in the Netherlands joined in: āDear Friends! Weāre so impressed by the āRussia is not my enemyā flash mob! And we fully share this idea!ā It reached 159,000 views. By then, Dmitriev had already given his š¤š. David Kurten, who first posted āRussia is not our enemyā in December 2023, claimed the credit: āThree years after I posted this, it is good to see this phrase has gone global.ā
š§© Where It All Fits
Put the four parts together and āRussia is not my enemyā has a whole life story:
A state campaign. It started as a sticker campaign in Romania in 2025, which Ukraineās Centre for Countering Disinformation attributed to Russia.
āBritishā anger. A defence chiefās warning and a Rees-Mogg clip set off online British fury, carried by British voices on the extremes.
A template. Pro-Kremlin hubs turned it into āIām [nationality] and Russia is not my enemyā, relayed across Europe.
A content pool. Scam farms in Africa, engagement farms in South Asia and āRussiaā and āIranā branded accounts in West Asia spread it because it performs.
Official endorsement. A Russian embassy called it a āflash mobā it āfully sharesā, and Putinās envoy gave it š¤š.
Four things hold it together:
Turning Point supplies the people.
Q supplies the language.
Africaās influence labour market supplies the reach.
The new private dollars supply the incentives: World Liberty for the Trump family, Tether for Russiaās workaround, and Reform UKās donors.
Dmitriev sits where all four meet.
šļø An Old Playbook
The Trust was the start, not the exception.
1950sā80s: peace fronts. The Soviet-funded World Peace Council channelled real Western anti-war feeling against NATO. Today itās šļø, ādialogueā and āwarmongersā.
1983: INFEKTION. The Soviet lie that the US created AIDS was laundered through a small Indian newspaper over years. The ājunkieā caption made it from Italy to Britain in a day.
The KGB and JFK. According to the Mitrokhin Archive, the KGB fed Kennedy-assassination conspiracy theories in the West. In 2025, Russiaās ambassador handed a congresswoman a Soviet JFK file.
2014ā20: the Internet Research Agency. Fake American personas, eventually run from Ghana and Nigeria.
Whatās new: itās done in the open, by a named official. The Trust had to invent a movement to join, but todayās Kremlin can simply join QAnon. And the market pays for distribution.
ā Why Would an Envoy Talk Like an Anon?
We canāt know his intent. But the behaviour points to some plausible purposes:
Trust. The slang marks him as an insider, and his audience calls him āan Anonā.
Casting. It writes Russia into the Q story as a white hat, so criticism of Russia becomes proof of the ādeep stateā.
Leverage. A MAGA base that sees Russia as an ally is pressure on the White House, applied from below while he negotiates above.
Deniability. An emoji commits him to nothing.
Multiplication. One š¤š turned a Yorkshire thread into a stage for the slogan, at no cost to him.
The OGPU would have recognised every one of them.
š§ What This Tells Us
The envoy works both floors. In Washington he drafts peace plans that would steer frozen Russian money into American investment vehicles, and brings Putin-quote chocolates to a Turning Point alumna in Congress. On X he talks Q, boosts the AfD, replies to QAnonās favourite general, and thanks a British QAnon account for posting the slogan.
The line between diplomacy and influence runs through a phone. The same man is a sanctioned official, a negotiating partner and an engagement account.
The network reaches all the way up and all the way down. From the Kushner back channel to a fake Don Jr in Africa, the same man is paying attention.
The money has changed shape. No bags of cash are needed when two private dollars, Gulf capital and a gig economy of fake Americans do the work.
Britainās new National Centre for Information Defence will spend a lot of time looking for Russian bots. It should also look at who Russiaās officials follow, reply to and thank, in public, in English, with a frog emoji. And it should look at the rails the money now runs on.
The Main Bastards still have the better story. Some of the other sideās is printed on chocolate.
š¬ Method and Caveats
Data. Dmitrievās complete follow list (347 accounts) and 200 of his replies (30 Augā25 Sep 2026), collected through the Sorsa API. The āRussia is not my/our enemyā dataset was extended to 06:30 on 26 September.
The fake Don Jr. The account was confirmed by its permanent ID (186979305).
Locations. Xās location data is its own inference, and a VPN can distort it.
Follows. A follow shows attention, not control. No one named here is alleged to act on Dmitrievās instructions.
Africa. The 2019ā2025 Russian operations are documented by Facebook/Meta, Stanford researchers, CNN, US intelligence and European governments. There is no evidence that todayās scam networks involve the same operators, or that Russia pays them.
Money. The World Liberty and CantorāTether reporting relies partly on anonymous sources quoted by the Wall Street Journal. World Liberty and the White House deny any conflicts. No direct Dmitriev link to World Liberty, Tether, Cantor or Harborne has been found.
