That is a really good question. If Ukraine had been in nato prior to 2014 then none of this would be necessary.
Unfortunately victor orban can block Ukraine from joining nato. So in the short term ukraine will have to use eu funding and uk partnership to develop its own technology. During the time of the ussr Ukraine was the military manufacturing powerhouse. Its why russia can't build new technology and is dependent on China and iran.
If the usa continues it's current path expect Ukraine to produce nuclear weapons.
